Marshal Francis Tukey As Boston grew during the Irish immigration wave of the mid-nineteenth century, so did its crime rate, and consequently its police force. The fist at the end of the long arm of the law was Francis Tukey. The brassy, sensational, and very tough young police marshal was a controversial figure in the press and the public imagination.
